Mayor Janey announces updates to City of Boston's Reopening Guidance; Will delay state rules by 3 weeks.

Modified and delayed guidance of the latest phase of Reopening Massachusetts plan will allow the City of Boston to prepare for industry-specific needs

(BOSTON - Tuesday, April 27, 2021) - Mayor Janey today announced that the City of Boston will move into a modified version of the state’s current phase of the Reopening Massachusetts plan, effective Friday, April 30. The City of Boston will delay most of the state’s reopening guidance announced today by three weeks, in an effort to accommodate the unique preparations needed by the City. In late March, the City announced that it would not move forward with additional reopening steps until the citywide positivity rate remained at or below 2.75 percent for two consecutive weeks. It is currently at 3.6 percent. However, given improved trends in the positivity rate and other COVID-19 public health metrics, the City will move cautiously to advance reopening efforts. The latest modified update will support Boston’s economic recovery as COVID-19 health metrics continue to improve. All reopening guidance will be subject to current COVID-19 public health data.

As of April 20, 2021, 33.1 percent of Bostonians are fully vaccinated; 55.1 percent have received at least one dose. The citywide community positivity rate continues to decrease, dropping to 3.6 percent, with three neighborhoods slightly above the 5.0 percent threshold (East Boston, Dorchester and Roslindale). New positive tests in the City of Boston decreased by 34 percent over the past week, averaging 144 new positive tests per day. The percentage of available adult ICU beds remains stable, and the percentage of non-surge ICU beds continues to be below the City’s threshold. Boston has had two reported deaths in the past week.

“In every aspect of Boston's reopening, we will take the right measures, at the right time, to protect our people and businesses,” said Mayor Janey. “As we look ahead to better days, we must remember that the COVID-19 pandemic is not over. Reopening our economy does not remove our personal and collective responsibility to remain vigilant. Thank you to all Bostonians for your continued efforts and cooperation as we reopen our city.”

Effective Friday, April 30, the City of Boston will align with Commonwealth’s updated Face Coverings Order. This states that face coverings will be required at all times at indoor and outdoor venues and events, except when eating or drinking. Face coverings are recommended to be worn both inside and outside during small gatherings at private homes. Face coverings are not required outside in public spaces when individuals are able to remain at a safe distance from others.

Also effective April 30, public gatherings in Boston may increase to 100 people indoors and 150 people outdoors, in alignment with the Commonwealth's previously announced limits. In Boston, all private gatherings and events in private residences will remain subject to current capacity limits of 10 people indoors and 25 people outdoors. However, public and private gathering limits will increase to 200 people indoors and 250 people outdoors on June 19 in Boston, three weeks after the higher limits go into effect in other parts of the Commonwealth. The City of Boston and the Boston Public Health Commission will continue to closely monitor public health data and adjust reopening plans as necessary.

The City of Boston will align with the Commonwealth’s updated guidance for indoor and outdoor stadiums, arenas and ballparks, allowing capacity to increase to 25 percent, effective May 10.

The City of Boston plans to allow the following industries to reopen or resume June 1, subject to certain capacity limits and safety measures, three weeks after the Commonwealth will allow for their reopening in other parts of the state:

  • Road races and other large, outdoor organized amateur or professional group athletic events
  • Youth and adult amateur sports tournaments for moderate and high-risk sports
  • Singing indoors at performance venues, restaurants, event venues and other businesses, subject to the Commonwealth’s Theater and Performance Venue guidance

The City of Boston plans to allow the following industries to reopen or resume starting June 19, subject to certain capacity limits and safety measures, three weeks after the Commonwealth will allow for their reopening in other parts of the state:

  • Street festivals, parades and agricultural festivals, at 50 percent capacity
  • Bars, beer gardens, breweries, wineries and distilleries for seated-service only, subject to a 90-minute table limit, and no dance floors.
  • Food will no longer be required with alcohol service, and 10 people can be seated at a table.

If public health metrics support continued safe reopening in Boston, effective August 22, industry restrictions will be lifted, and 100 percent capacity will be allowed for all industries. This would be three weeks after the Commonwealth takes this step in other parts of the state. Remaining Phase Four, Step Two industries and businesses, including dance clubs and nightclubs; saunas, hot tubs, steam rooms, and health clubs; and ball pits, would be allowed to reopen on August 22 in Boston. All businesses will be expected to adhere to ongoing safety guidance, and mask wearing will continue to be required indoors.

The Mayor’s Office of Economic Development (OED) will also hold two upcoming webinars about updated reopening guidance on Friday, April 30th at 2:00 p.m. and Wednesday, May 5th at 8:30 a.m. OED also hosts weekly small business calls every Tuesday at 3:00 p.m.and Reopen Boston Business Office Hours every Friday 9:00 a.m. to 11:00 a.m. and 2:00 p.m. to 4:00 p.m. These meetings ensure business owners, customers, and workers have access to all of the guidance and details necessary to return safely, as Boston reopens. For more information, please visit boston.gov/smallbusiness.

All of this guidance is subject change based on evolving COVID-19 public health metrics. For more information about reopening in Boston, visit boston.gov/reopening. For more information about the state’s reopening plan, visit mass.gov/reopening.

Real estate firm donates 10 laptop computers to Boston school’s autism program.

(EAST BOSTON) As she and other teachers worked with students in the autism program at East Boston’s Samuel Adams School, Michelle Lamacchia faced a major obstacle early this year.

The teaching curriculum that her staff follows — developed by the New England Center for Children and approved by the Boston public school system — had changed to an online system which required periodic use of computers by faculty and administrators.

Yet the school had no budget for new computer equipment.

Lamacchia and Irvin reached out to Boston real estate firm City Realty Group, which operates a non-profit community service organization named CityKids.

Staffers from the company visited the school last month, and this week the children and teachers from the autism strand at the Adams school gathered in the school’s auditorium to get a first look at 10 new laptop computers presented by Stephen Whalen, managing partner of City Realty.

The donation “will enable all of our teachers to have the technology to use this curriculum to its potential,” Lamacchia said.  “Ultimately, this will lead to greater gains for our students.”

Whalen said the donation is one part of his firm’s youth program: intended to provide the children of Boston with unique experiences and educational resources. Over the past year the company has donated 250 Chromebook computers to area schools and youth organizations. The program also sponsors healthy events and outings for teen-agers, playground cleaning and restorations, and a summer jobs program.

"The kids of this city will shape Boston’s future," Whalen said. "As a local business, we feel an obligation to help the schools and equip them with the tools necessary for a successful education."
At the Adams school, which teaches children from pre-kindergarten through 5th grade, "our early childhood team not only teaches our students the skills they need in order to learn, but also makes school a fun, inviting, and safe place to learn," Lamacchia said. I am so proud of this program and the team of professionals that we have here at the Adams.”

Friends of Meridian Street take on the Canton Eatery again

Paul Howes addresses the following to EastBoston.com:

This is again about the Canton Eatery at 339 Meridian St. East Boston, MA 02128 putting trash on the public sidewalk daily in front of their store.

The Friends of Meridian Street has sent multiple letters to the owner asking that since the store is now open until 4am, seven days a week, that he please wait until 2am or 3am before he puts the trash out. He has completely ignored our requests without response.

We spoke to the city about this and were told he has a contract with a private contractor and is allowed to put his trash out from 6 pm in the evening until 8am in the morning seven days a week.

We know of no other contract in the city that allows a business to put there trash out on the public sidewalk at these hours. Or any respectable business that would do it.

These are large trash bags filled with food trash, empty 5 gallon buckets of oil and large bags of trash.

This so unsanitary as it draws dogs, rats, cockroaches, flies and gives the opportunity for our resident children to play with this trash.

Everyone that drives down Meridian St. past the Canton Eater, walks by the Canton Eatery sees this as an example of how East Boston lives!!! The residents of East Boston are outraged about this having our public sidewalk blocked with trash on a daily basis. This is what we see looking out the windows of our homes.

This is what our children see waiting for their school bus. This is what every vehicle (tourist, MBTA bus, taxi, residents driving)sees driving down Meridian Street. We are just asking that the trash not be put out until after 3am in the morning. Please pass this on to our public elected officials in East Boston and see if they will help. If you can talk to and convince the owner (and all his employees) of the Canton Eatery to do the right thing for the betterment of the "quality of  life" for our families this would be great.

East Boston Main Streets Announces East Boston Neighborhood Health Center and John Tyler as Business and Volunteer of the Year

BOSTON, MA (June 8, 2015) – On Thursday, June 25, East Boston Main Streets will join Mayor Walsh at the Strand Theatre on 543 Columbia Road in Dorchester to honor the 2014 recipients of the East Boston Outstanding Business Award and Outstanding Volunteer Award.

“I am absolutely thrilled to be able to announce this year’s award recipients.  Both the EBNHC and John Tyler have been tireless advocates for East Boston and their partnership and friendship has greatly enhanced the impact that EBMS has been able to have on the East Boston community,” says Max Gruner, Executive Director of East Boston Main Streets.

This year’s winner of the East Boston Main Streets Volunteer of the Year Award is John Tyler for his unfaltering support and tireless work on behalf of the East Boston business district.

In particular, EBMS would like to recognize John Tyler for his over 150 hours of volunteer time, his expertise and superior welding skill, as well as for opening up his work space to us in the construction from scratch of over a dozen magnificent tree-pit surrounds as part of a much needed and on-going beautification initiative in East Boston.

The East Boston Neighborhood Health Center is awarded the Business of the Year Award 2014.  The EBNHC, now in its 45th year, has been a tremendous partner to EBMS over the past 20 years.  In particular, we would like to recognize EBNHC’s untiring and innovative support of the Neighborhood Business Institute, an educational subsidiary of East Boston Main Streets.  We thank the Health Center for use of its training space and equipment, for sharing its staff’s expertise, and ongoing positive outlook and friendship of its administration throughout the planning and implementation of this unique and impactful program.

Both recipients will be honored by Mayor Walsh at the Annual Awards Ceremony which will take place on Thursday evening, June 25th at the Strand Theater in Upham's Corner at 6:00pm.  “We encourage members of the East Boston community to join us for this truly fabulous event and to cheer on these two outstanding and well deserving award recipients,” says Jim Buckley, EBMS board chair.

Friends of Meridian Street outraged at Canton Eatery's request for extended hours

The following is from Paul Howes:

It has just come to our attention that there is a meeting at 7pm, Dec.9, 2014 at the Canton Eatery, 339 Meridian Street, East Boston. It says "Abutter Meeting".

This is outrageous that even a consideration of extended hours at this business is considered. Since this business has opened we have lost count of the violations cited by the Boston Licensing Board, Boston Police Department, MBTA Transit Police and the Boston Board of Health Inspectional Services. The owner of the Canton Eatery has been closed down by the Licensing Commission for multiple violations. He has been cited multiple times by the EBPD for noise, parking and problems with late night fights of patrons coming to this establishment after the bars close at 2am. At a hearing at the Licensing Board to cut back the hours of the Canton because of the multiple violations, his representing lawyer stated that he has installed registers that would not accept orders after 1:30am (which is on record) and this never happened. Again there are no women's or men's toilets in the Canton Eatery and there are reports to the EBPD and Licensing Board of patrons using the alleyway next to the Canton to urinate. This will obviously become even a bigger health and safety problem for our families living next to this business in a residential area. The hundreds of complaints and citations written to the Canton Eatery for dangerous double parking, blocking the bike lane used by our children, causing the MBTA buses to pull around into oncoming traffic and causing constant vehicle horn honking and people screaming. The owner has completely ignored the citations and warnings from the EBPD and MBTA Transit Police and Boston Licensing Board. Extending hours is only going to make these problems worse! Review the EBPD reports, the Boston Licensing Board citations and complaints, Boston Parking violations and complaints, MBTA Transit Police violations and complaints and the multiple health code violations. The owner of the Canton Eatery has been a chronic violator of the licensing, parking, trash and health laws since opening. Not to mention that on a daily, nightly basis the front of the Canton Eatery, on the public sidewalk if full of bagged trash bags, empty boxes and pails. Up to 30 bags at a time. Polite letters were sent to the owner of the Canton Eatery requesting the trash be put out after 2am closing so our families, children (a school bus stop right next to the trash) do not have to live in these conditions of large amounts of trash on our public sidewalk. He did not respond and ignored these requests showing again he has no respect of the families and residents of Meridian Street in East Boston.

THE RESIDENTS OF MERIDIAN STREET, EAST BOSTON STRONGLY OPPOSE ANY EXTENTION OF HOURS FOR THE CANTON EATERY AND AFTER YOUR CLOSE EXAMINATION OF ALL THE VIOLATIONS YOU WILL NOT ALLOW THIS TO HAPPEN. Leave the politics out of this and do the correct judgment for our families safety and quality of living here in East Boston.

Chamber Works With Boston Transportation to Address Concerns of Businesses

Chamber Works With Boston Transportation to Address Concerns of Businesses

The East Boston Chamber of Commerce first informed City Councilor Sal LaMattina, Chairperson of the Council?s Transportation Committee, in mid-2008 of the large volume of neighborhood parking issues being logged by the Chamber from local business owners. Working with Councilor LaMattina and Boston Transportation Department (BTD) Commissioner Thomas Tinlin, the Chamber hosted a forum in early 2009 at Maverick Landing, where business owners shared their stories and expressed their concerns.

Two months ago, the Chamber invited Commissioner Tinlin to take part in a walking tour of the neighborhood?s business districts; he welcomed the opportunity. Several BTD representatives led by Commissioner Tinlin, along with Chamber President Angelo Vigliotta, Jr., Chamber director John Dudley, East Boston Main Street director Clark Moulaison, and Janet Knott from the Office of Councilor LaMattina, took to each of the four major East Boston business districts ? Central, Day, Maverick, and Orient Heights Squares.

The group made stops at several merchants in each square and took notes. Several issues were identified by the Chamber: these issues have been already, or are in the process of, being addressed by BTD. Included in this list were: a problematic, dangerous intersection at the corner of Bremen and Maverick Streets, which had no stop signs, unclear parking signage, and potential for increased customer parking; a lack of two-hour visitor limits along Meridian Street, to turn over parking for merchants? customers; faded commercial signage in Day Square; and need for increased parking enforcement in sections of Central Square and Orient Heights. ?The Chamber would like to thank Commissioner Tinlin and Councilor LaMattina for their time and concern for our business community.

They are helping us create a setting that will make it easier for our members and other businesses to operate and satisfy customers," said Chamber President Angelo Vigliotta, Jr. "We will continue to work closely with them moving forward," he added.
