Seeks to Double Enrollment of Four-Year-Olds in Pre-K Programs by 2018: EB Social Center's John Kelly appointed as member of advisory committee
BOSTON – Today Mayor Martin J. Walsh announced the formation of a Universal Pre-Kindergarten Advisory Committee to recommend a city-wide strategic framework and action plan to double the enrollment of four-year-olds in high quality, full-day pre-kindergarten programs by 2018. Access to full-day pre-kindergarten with a certified teacher in a Boston Public School or in a community-based program is part of the city’s multi-year effort to improve the achievement of all Boston students and close the achievement gap by grade three.
“Pre-kindergarten programs ensure that all students start kindergarten ready to learn,” said Mayor Walsh. “Rather than spend time on remediation in education, we are investing in our youngest students to lay the groundwork for their long-term success and the long-term prosperity of Boston.”
To create the framework and action plan for the expansion of full-day pre-kindergarten programs, the Universal Pre-Kindergarten Advisory Committee will look at many factors including class space requirements, teacher qualifications, funding requirements, and potential partnerships for before school, after school, and summer wrap-around services.
Thrive in 5, a partnership between the Mayor's Office and the United Way of Massachusetts Bay and Merrimack Valley, and other community partners will conduct a series of stakeholder focus groups across Boston, and offer online surveys to gather input about the strengths and needs of all of the City’s neighborhoods for high-quality pre-kindergarten. The Advisory Committee will make its recommendations for a mixed delivery system to Major Walsh in November 2014.
There are approximately 6,000 four-year-olds living in Boston, and the population of four-year-olds is projected to grow to as many as 8,000 by 2030. Currently, approximately one-third of all four-year-olds (2,200) are in the nationally-recognized Boston Public School Pre-Kindergarten (K1) Program, while others attend community-based private programs.
An estimated 25 percent of all Boston four-year-olds do not attend a pre-kindergarten program. Mayor Walsh’s FY15 budget adds over 100 K1 seats for four-year-olds.
Research on early childhood programs with trained teachers and smaller teacher to student ratios have been shown to yield benefits in increased MCAS performance, academic achievement, improved behavior, prevention of delinquency and crime, and labor market success. Boston’s K1 program has demonstrated significant gains for all students in their language, literacy and mathematics development, and reduces the achievement gap significantly between students by third grade.

The Chelsea Creek Action Group Applauds the House of Representatives for uplifting Public Safety

Chelsea Creek Action Group has engaged residents from Chelsea, East
Boston, Revere and other municipalities in a campaign about the danger
of transporting large quantities of ethanol by rail for almost three
years. The Chelsea Creek Action Group applauds Speaker DeLeo and the
co-sponsors of Amendment 392 to the House Budget 4000 for uplifting the
public safety hazards of mile-long ethanol trains traveling through
densely populated areas.
The Chelsea Creek Action Group is proud to
stand with Speaker DeLeo and State Representatives Provost of
Somerville, Vincent of Revere, Ryan of Chelsea, Basile of Boston, Toomey
of Cambridge, Hecht of Watertown, Sannicandro of Ashland, Atkins of
Concord, Keefe of Worcester, Khan of Newton, Rogers of Cambridge,
Livingstone of Boston, Brodeur of Melrose, Matewsky of Everett,
Farley-Bouvier of Pittsfield, Decker of Cambridge, Walsh of Framingham,
Garballey of Arlington and Honan of Boston to urge the Commonwealth’s
agencies to work with federal and local counterparts to develop an
ethanol transport response plan and temporarily prevent ethanol trains
from traveling to the Greater Boston area.
The
Chelsea Creek Action Group (CCAG) is no stranger to getting legislation
passed. With strong support from our elected officials, CCAG was
responsible for getting a law passed in August 2012 that required the
Department of Transportation to commission a study to determine the
impact on the public safety of transporting ethanol by train through
Boston, Cambridge, Chelsea, Everett, Revere, and Somerville.
The study
detailed 31 ethanol train accidents throughout the United States between
2008 and 2012 and concluded that there is an insufficient amount of
alcohol-resistant foam, equipment, and training for adequate response to
an ethanol incident in Greater Boston.
Since
the Department of Transportation’s study on ethanol transport by rail,
there have been 7 additional ethanol rail accidents throughout the
United States in 2013, and an additional 12 rail accidents involving
other hazardous material that required evacuation of surrounding
neighborhoods throughout North America. The risk of a horrific rail
accident, like the derailment that happened in Lac-Mégantic, Quebec
resulting in 47 deaths, is a public safety burden that cannot be
mitigated. The ethanol amendment was passed on April 30, 2014, the same
day that the derailment of a train carrying crude oil in Lynchburg,
Virginia caused extensive flames and generated an evacuation for nearby
residents and workers.
Residents
of Chelsea, East Boston, and Revere have long recognized the need for
agency attention on hazardous material rail transport. CCAG agrees with
National Transportation Safety Board Chairperson Deborah Hersman that
the Obama administration needs to take steps immediately to protect the
public from potentially catastrophic train accidents even if it means
using emergency authority.
CCAG and our allies will continue to work to stop the transport of ethanol by rail in densely populated communities. The Chelsea Creek Action Group urges the Massachusetts Senate to pass a similar bill to the House budget amendment that requires: (1) a lengthy moratorium preventing the Department of Environmental Protection from issuing a chapter 91 license to oil facilities unless they receive ethanol by marine vessel and (2) the Massachusetts Emergency Management Agency completion of an ethanol transport response plan. The Senate vote on the budget is expected to happen by the end of May 2014.

House, Senate Pass VALOR Act II: Legislation strengthens 2012 VALOR Act and enhances commitment to Commonwealth’s veterans

(BOSTON) – Representative Basile joined his colleagues in the Legislature to pass the VALOR Act II which builds upon existing legislation to expand opportunities and services for military personnel, veterans and their families.
The legislation provides increased property tax relief and enhances employment, educational and healthcare support services. It creates a home modification program to help injured veterans stay in their homes and function independently, and authorizes the Secretary of Veterans’ Services to establish enhanced training and certification for veterans’ benefits and services officers.
“This legislation sends a message to our veterans that we appreciate their bravery, sacrifice and service,” House Speaker Robert A. DeLeo (D-Winthrop) said. “Most importantly, it aids those who have supported America during some of the country’s most difficult times by providing resources to help them build a bright future. I’m incredibly proud that Massachusetts leads the nation in aiding veterans and military personnel and I believe this bill furthers that commitment.”
“Massachusetts has long led the nation in recognizing and providing for our veterans, and I am proud that this bill will further these efforts,” Senate President Therese Murray (D-Plymouth) said. “By working to expand benefits and services for veterans, we remind our men and women in uniform that their sacrifice does not go unnoticed and that the Legislature will continue to support them both abroad and at home.”

Brewer (D-Barre), Chair of Senate Ways and Means. “With a high unemployment rate among veterans, this bill will establish more training programs and career opportunities for those who have already sacrificed so much for our country.”
“This bill reaffirms our state’s commitment to all those who have worn the uniform,” said Mike Sweeney, Legislative Chair for the Massachusetts Veterans’ Service Officers Association. “We owe it to veterans and their families to not only maintain but strengthen these critical services at the local level. The VALOR Act II does this by providing enhanced training for our veterans agents and ensuring that every Massachusetts veteran can go into a city hall and find a knowledgeable veterans agent.”

(BOSTON) – Representative Basile joined his colleagues in the Legislature to pass the VALOR Act II which builds upon existing legislation to expand opportunities and services for military personnel, veterans and their families.
The legislation provides increased property tax relief and enhances employment, educational and healthcare support services. It creates a home modification program to help injured veterans stay in their homes and function independently, and authorizes the Secretary of Veterans’ Services to establish enhanced training and certification for veterans’ benefits and services officers.
“This legislation sends a message to our veterans that we appreciate their bravery, sacrifice and service,” House Speaker Robert A. DeLeo (D-Winthrop) said. “Most importantly, it aids those who have supported America during some of the country’s most difficult times by providing resources to help them build a bright future. I’m incredibly proud that Massachusetts leads the nation in aiding veterans and military personnel and I believe this bill furthers that commitment.”
“Massachusetts has long led the nation in recognizing and providing for our veterans, and I am proud that this bill will further these efforts,” Senate President Therese Murray (D-Plymouth) said. “By working to expand benefits and services for veterans, we remind our men and women in uniform that their sacrifice does not go unnoticed and that the Legislature will continue to support them both abroad and at home.”

Our commitment to our veterans and their families has kept Massachusetts at the forefront in providing for those who serve.”
“Supporting our military should not end when service members return home from deployment,” said Senator Stephen M. Brewer (D-Barre), Chair of Senate Ways and Means. “With a high unemployment rate among veterans, this bill will establish more training programs and career opportunities for those who have already sacrificed so much for our country.”
“This bill reaffirms our state’s commitment to all those who have worn the uniform,” said Mike Sweeney, Legislative Chair for the Massachusetts Veterans’ Service Officers Association. “We owe it to veterans and their families to not only maintain but strengthen these critical services at the local level. The VALOR Act II does this by providing enhanced training for our veterans agents and ensuring that every Massachusetts veteran can go into a city hall and find a knowledgeable veterans agent.”
The bill also includes the below provisions:
- Allows students currently enrolled in college, who are called to active duty, to either complete their coursework without penalty following duty, or to withdraw and receive a tuition refund;
- Increases penalties for disturbing military funerals or services;
- Enacts provisions to guard against charity fraud;
- Requires the Division of Professional Licensure to waive the initial application or certification fee for licensure for any veteran;
- Establishes a post-deployment council to make recommendations and study mental health issues to support military members transitioning to civilian life after deployment;
- Requires the Department of Public Health to issue guidance to acute hospitals and ambulance service providers to ensure the identification of veterans in emergency settings.

Malden/East Boston Mites Skate to Valley League Championship, March 23, 2014
(HAVERHILL VALLEY FORUM) The Malden/East Boston Mites skated to a 3-2 overtime victory over Methuen in the Valley Championship. MEB spotted Methuen the first two goals before mounting a great come from behind victory. Jake Simpson had the first two goals with an assist to John Summers. Chris Cecca sent the boys home happy with a beautiful wrist shot 2 minutes into overtime that beat the Methuen goalie and sent the MEB skaters, coaches, and family members into a frenzy. Chris Hanifan was spectacular in net making 20 saves and helped shut down Methuen for the final two periods and overtime. The tone of the game changed on a Jonathan Monge checking penalty that seemed to send a message to Methuen that MEB should not be fooled with on this day. A strong defensive effort by Will Fosdick, Cristian Monge, Ryan Thomas, and Summers kept the Methuen forwards back. The backchecking and pressure of Anthony Messina, Ryan Jones, Joe Hurley, Lukas Deguire, and Chad Robertson kept Methuen on their toes all game. The Mites were coached by Jon Fosdick, Bill Hanifan, Joe Hurley, and Tom Robertson. – Bill Hanifan.

East Boston Main Streets hires Michelle Brown-Droese as Director of the Small Business Institute
BOSTON, MA (March 24, 2014) – East Boston Main Streets has hired Michelle Brown-Droese, MBA, as the Director of the Small Business Institute in East Boston. Michelle is the founder of Surpass Business Alliance, a company dedicated to the success of small businesses and entrepreneurs. Michelle is a graduate of the Simmons College School of Management where she obtained her MBA with a concentration in Marketing.
With over 20 years of experience consulting for a variety of businesses, including health care, non-profits, restaurants, state agencies, artist groups, landscapers and more, Michelle is dedicated to helping small businesses succeed. Michelle is very active in her community where she has mentored young Latina women for over 17 years. "We feel incredibly fortunate to have someone of Michelle’s caliber join our team at East Boston Main Streets," says Max Gruner, Executive Director of EBMS.
Michelle will be taking the lead on launching the East Boston Small Business Institute generously supported by Citizens Bank and the Boston Main Streets Foundation. "The Small Business Institute will allow us to offer to our local micro-business community a year-long curriculum of classes that will be immediately relevant to the small business entrepreneur” explains Michelle. 'These classes will be delivered locally and in a manner that is culturally appropriate and in a language best commensurate with the needs of the first cohort of students," she continues.
"It is always an exciting time when you can launch a brand new initiative that truly has the potential of positively impacting the lives of the folks who own small businesses in Eastie and that might very well be replicable and scalable throughout Boston," explains Max Gruner.
The Small Business Institute is currently recruiting students for the inaugural cohort and classes will commence in April, 2014.

In the Playoff semi-finals, MEB trailed 3-0 early in the 2nd period before exploding for 8 straight goals!. Jake Simpson was unbelievable scoring the first 7 goals for MEB. Lukas Deguire added the other. Chris Cecca had 2 assists and Anthony Messina had 1. The defense of Will Fosdick, Ryan Thomas, Cristian Monge, and John Summers helped shut down the Peabody attack for the last two periods. Chris Hanifan slammed the door shut turning away 14 shots in net. The Mites play Sunday in the championship game.

The 2nd period Curtis get one of his own assited by Horkan. Newton fought through the 3rd and got on the board to make it 3-2 and that's where it ended up.

Marc Giordano put MEB on the wall 1/2 way through the 1st. Wilmington came back with 2 minutes left in the 1st to tie it up. Middle of the 2nd saw Anthony Bocchino get fed by Giordano and found the back of the net. Wilmington got 3 in the 3rd priod including an empty netter. Kevin Ivany was solid in net despite the loss.

Ryan Gray lit the lamp for MEB in the 1st. Marc Giordano potted one in the 2nd. Natick got their only goal in the 2nd on a deflection and a quick stick. MEB found themselves with a 5-on-3 advantage for a minute and ½ and John Bernbaum took advantage sniping one in. Gray capped it with one more goal on a feed from Giordano. Strong netminding by Anthony Bocchino for the W.

‘City of Neighborhoods’ Exhibition Opens at the Norman B. Leventhal Map Center at the Boston Public Library
Exhibition tells the story of a “new” Boston
BOSTON – March 12, 2014 – The exhibition City of Neighborhoods: The Changing Face of Boston opens at the Norman B. Leventhal Map Center at the Boston Public Library on Saturday, March 22, with an open house, tours, and activities for families from 10 a.m. to 1 p.m. The exhibition examines the changing landscape of Boston’s neighborhoods; which, during the last decade, have become younger and more ethnically and racially diverse.
"City of Neighborhoods celebrates the diversity of the City and the traditions that are reflective of both Boston’s great history and those that are unique to each neighborhood," said Evan Thornberry, co-curator. "The exhibition explores not only the people, but the institutions in each community that grow and support the cultural identities of people from around the world who now call Boston their home."
The opening of the exhibition features activities for children ages 2-12 and include coloring, geography games and crafts, and story time, all to be held in the Boston Room and the Commonwealth Salon at the Central Library in Copley Square. Boston-based band Cruzamante will perform Cape Verdean-inspired music and then lead a show and tell of their instruments and musical style. Guided tours of the exhibition take place at 11 a.m. and 12:30 p.m. in the Norman B. Leventhal Map Center.
The 45 photos, objects, and maps, many of which are based on recent census data, show where newer immigrant groups have settled and how the streets and features of a neighborhood reflect who live and work there. Today, more than 18,000 Bostonians were born in China, and nearly 9% of Boston’s total population is of Asian descent. Modern Central Square in East Boston is home to restaurants and businesses that illustrate the dynamic mix of cultures and the fact that East Boston’s population is almost 50% foreign-born, the highest percentage of all Boston’s neighborhoods. Those with Dominican Republic heritage make up the largest foreign-born group in Boston, with the largest communities in Jamaica Plain, Roxbury, and Dorchester.
The maps and research featured in the exhibition include the Map Center’s historic map collection and items provided by Boston Redevelopment Authority, Research Division, Office of Digital Cartography and GIS, and the Mayor’s Office of New Bostonians. Exhibition translations are available in Haitian Creole, Spanish, and Chinese. The exhibition is curated by the Norman B. Leventhal Map Center’s Michelle LeBlanc, Director of Education, and Evan Thornberry, Cartographic Reference Librarian. The exhibition runs through August 22, 2014, in the Norman B. Leventhal Map Center inside the Boston Public Library’s Central Library in Copley Square, located at 700 Boylston Street.

The Mites were back in action on Sunday defending the Malden rink with a 6-2 victory over the same team that had beaten them 24 hours earlier. Jake Simpson had 4 goals, Chad Robertson had a goal, and Will Fosdick picked up the last goal. The defensive corps of Fosdick, Cristian Monge, John Summers, Ryan Thomas, Chris Cecca, and Lukas Deguire kept the puck out of the MEB end of the ice for most of the game.

Malden/East Boston Youth Hockey attended the Central Mass Winter Classic over the weekend and it was a great time. The Bantam AA team skated to a tournament championship!

Land Use Council accepting grant applications for 2014 Leonard Florence Fund
The East Boston Land Use Council is proud to announce that we are accepting grant applications for the Leonard Florence grant program and the East Boston Bulgroup Properties Tuition Grant Program!
Due to the huge demand, it is important that you send ALL documents needed, or the request will be DENIED!
Each year we get a check for $20,000.00 dollars from The Leonard Florence / Bulgroup Properties Trust Fund.
ALL $20,000.00 is given to E.B. Residents .
The East Boston Land Use Council is FORBIDDEN from taking a single penny from this Trust.
In fact LUC pays for the paper, envelopes, postage etc. from its Petty Cash Fund.
We are giving out 10 - $500.00 Dollar “Tuition Grants”, and 15 - $1000.00 “Regular Grants”
** THE DEADLINE TO FILE AN APPLICATION IS THURSDAY APRIL,3RD,2014 **
Here are the Rules to Apply for a Grant:
1-You just send a one page letter telling us what you need the Grant for, along with ALl of the Required documentation listed below.
2-You Must provide proof you are an East Boston Resident (Drivers License ,Mass I.D.).
3-You Must provide the exact name, and address of the Vendor, such as your school, bus company, restaurant, that you are getting the Goods, or Services from.
WE MAKE ALL PAYMENTS DIRECTLY TO THE VENDOR, NOT YOU!
4-You Must send us a Daytime phone number (I do not accept Private / Unknown calls) Please dial *82 on your House #, or Release your cell phones Caller I.D..
5-These funds cannot Subsidize any City, State, or Federal program.
5a-Events, or Groups that sponsor the selling, promoting of, or giving away of Alcoholic Beverages is NOT eligible for a Grant.

Town Meeting about street safety for East Boston
This just in:
In the wake of the multiple assaults in our community, concerned residents of East Boston have called a town meeting to discuss the recent assaults, ways to make a safer community, actions by elected and our police and to answer any questions that residents may have.
Please come this Thursday, March 6, 7:00 at East Boston High School, We look forward to your presence at such a difficult time in our community and look forward to your support in healing our community. Translation will be provided.
